The Association of Kosovo Municipalities in the framework of the Kosovo Sustainable Development Week organized the "Gender and Energy Efficiency“ training session with municipal energy managers. The training session aimed at presenting gender as a social relation, not only in terms of identity roles but also as a socio-cultural norm, which regulates the inclusion of men and women in the political and economic structure relation.
Taking into consideration the profile of the participants and the general objective, the training session presents the introduction of overlapping gender legislation and policies in the country (specifically Law on Gender Equality, Kosovo Program for Gender Equality) and municipal plans for the development and implementation on energy efficiency.
The main argument of the session is that gender roles and norms are reflected in legislation and institutions thus creating inequality in access and opportunity. Therefore, policy-making should build on in-depth knowledge of the context (social and economic) to create opportunities - for education, employment, etc. - according to local requirements and needs in accordance with central legislation and policies.
